      Tenant lobbyist say owners can’t be allowed to set a new rent on vacancy because it’ll incentivizes them to harass and evict. Good Cause allows a new rent on vacancy for millions of apartments. Does that mean it’s incentivizing evictions in all those cases?

      I haven't read the study (linked below) and can't speak to its objectivity. I can say this: The pandemic showed that the law of supply and demand exists in the NYC housing market.
