Tenant lobbyist say owners can’t be allowed to set a new rent on vacancy because it’ll incentivizes them to harass and evict. Good Cause allows a new rent on vacancy for millions of apartments. Does that mean it’s incentivizing evictions in all those cases?

@ceaweaver didn’t you say rent control won’t impact supply in this tweet, even with moronic legislation like that in 2019 supply is being strangled. Imagine what GCE would do.
