it seems to me if you want to vastly increase the amount of rental assistance vouchers at the city level (good to reduce homelessness) you're REALLY going to also need to increase the housing supply in the city...1/3

I love PTH! Supported this study and still do. Bringing long-vacant units online (and converting hotels btw @DoreenforNY) both = increasing supply — you’re adding housing units to the overall stock. Rezoning is *not* the only way to grow supply (though is a tool in some cases.)
