I would personally (ideal world) put public housing a little higher on the social equity axis and CLTs (that despite mission exist within the constraints and constructions of the private housing market) a little lower on the decommodification scale.

And I would argue that rent stabilization challenges the concept of housing commodification way more than LIHTC does. Surprising to not see that reflected here! (And this is REALLY all a power map based how organized tenants are.)
