The choice isn’t btwn “incompetence” and a “plot.” Agencies need resources to run, and this one doesn’t have any.
And seeing some State Senators (who are tenant champions) brush off and try and delegitimize these complaints by likening them to conspiracy theories is pretty depressing.
The most evil things that happen, day after day, are often completely banal. We need leaders who can recognize this and who can recognize the power they have to lead differently.
