      Relatedly I went to speak at a dc37 meeting this am where many of them are HRA workers and the first 5-6 comments were like negative comments abt our platform becsuse of means testing lol

          From my interactions with a lot of frontline city workers (HRA, HPD) there is a lot of praxis going on right beneath the surface, often in direct challenge to the agencies' polices.
