we've been talking a lot in @housing4allNY this last week about place-based operating subsidies versus supposedly-moveable/flexible vouchers and its clear that neither works that well and no one is excited about current housing policy!

Why aren’t moveable/flexible vouchers working? This seems like the best solution. Reliable vouchers for renters and owners would go a long way to stabilize tenants
