They actually did try to fix the ground-floor thing. But they did it by mandating that the parking be hidden, rather than addressing the real issue: that parking is required to begin with, and half the walk shed of much of 4th Ave. is industrial, so little demand for retail

They did learn from at least the first thing with Gowanus though: the parking requirements are very low, to the point that unless the building has ~100 units, none will in practice be required
