Yes! Our movement needs to define social housing and the precepts of ML2. I would include truly affordable, tenant owned, union and local and sustainably built, multi-generational, multi-racial, and more.

This is another question I often have: is “social housing” just a rebranded, free-of-stigma way of saying public housing or do like, some HPD lottery apartments count as that?

In Europe it generally refers to both public and ML-like housing. The implication when it's brought up in the US is generality it would serve a broader population than LIHTC and be more proactive (govt finds a spot and solicits bids) than reactive (developer applies for credits).
