It could be the city and state using their power and money to formally and systematically create and support Community Land Trusts.
I agree w community land trusts and other mechanisms for limited profit and local control, but that’s not at all inherent to the ML program whatsoever

You were asking for 2.0! To me, the ‘spirit’ of ML is to provide affordable below-market ownership opportunities. CLTs seem like a great way to do it.

I was going to write for
@amandakhurley about how CLTs aren't new or innovative, they're just M-L co-ops w/o public funding. M-L avoids worst problems of rental public housing. But unless millions of units are built, it just replaces exclusion by price w/exclusion by co-op board -
