      Yah I mean I feel you have to analyze this w/in a much broader context: pro growth & anti labor alignment w NYSAFAH / REBNY and attendant willingness to do things to protect rent stabilized tenants (RTC, RGB, CONH) as a concession to mitigate the pro real estate banner policies

      + a huge investment in anti-displacement CBO funding! It didn’t work, primary bc his biggest housing mvmt opponents (NYCC MTR for eg) have a big base of unregulated renters who are not helped by this AND no matter how many concessions he couldn’t actually fix the rent laws
